I think it's the case of an apparently obvious tautology or pleonasm. Whereas it could be quite enough to say: "It's like deja-vu! They are delivering home run after home run." Yogi unnecessarily repeats the same idea by using "all over again". The comic

The French expression déjà vu has been in the English language for a long time now, so we know that it refers to a feeling of having already experienced the present situation, even if some don't know the original French meaning of the two words.

Berra supposedly said "It's like deja vu all over again" while watching Mickey Mantle and Roger Maris hit back-to-back home runs over and over again in the 1960s.

Deja vu is a feeling that you've seen or felt something before. Berra says that he has felt that way before (i.e. he has previously felt that he had felt something before), and he now feels that way again. It may look like a loop, but it isn't.
It’s like déjà vu, all over again. Implies nothing is new under the sun with a b it of a negative meaning. Все повторяется как в плохом кино.

The statement itself is a paradox, resulting in an infinite loop. The same could be said about how Berra is feeling; he is having the same emotion (seemingly) an infinite number of times.
