American consulates can provide general tax information regarding agreements, etc. They will not help you with tax problems, however.
In most instances you are liable for taxation in the country where you reside regardless of the country of the source of work.

tax form to use

I am resident in Spain but may be doing some work for a translation company based in New York. They´ve given me two forms to fill out the W8 BEN and the W9 form. I think that I have to fill out the W8 form is that right?
It says on said form that the tax rate for foreigners is 30%. Is it really so high?
